Well, I know it doesn't really have to do with the forest, but maybe it's somehow testing like.....general medium skills? Maybe she has to negotiate getting robot back? Haha I don't know. I only thought maybe because it would fit in with whatever Annie was feeling anxious about at the beginning of the chapter, and the robots are acting pretty suspiciously, purposefully luring them there (or seeming to). Makes me think of the whole ordeal where they went camping and it turned out to be a test (don't remember which chapter it was).
But then again, Robot seemed to know this would happen eventually. That kind of suggests it's something more, so oh well.

These robots are probably a splinter cell unconnected to the main network, although their familiarity with Robot's fugitive status seems to contradict this. The immunity to the remote leads to the possibility that they might be shaded, but that seems like something the forest denizens wouldn't be able to get away with. And also they can talk. Seems more likely that they're adapted to resist the remote via some reconfiguration of circuitry. Who's behind it then? The Court seems like the most probable option out of entities we have been introduced to so far in the story.

Sounds to me like the seraphs are some kind of robotic secret police. Independent from the main network, but still with (some) connections to it.

And with all the incompetence, defeating the whole point of a "secret police". The point of a secret police force is to terrify people into silence with the mere power of their reputation. Incompetence doesn't have to be a hindrance and indeed can sometimes be a force multiplier, since incompetence breeds inconsistency and you never know what kind of treatment you're going to get. Of course, this effect is utterly lost on Court students who are apparently immune from robot punishment, perhaps for some "three laws" type reason. They'll snap Robot's arm nearly out of it's socket but they wont do much more than tattle on students. I guess it's more of a secret police for other robots.
