We see a lot of characters at the Court, and plenty of students. However, I have wondered for some time what some of them are doing there.
Annie, Zimmy/Gamma, Paz, and apparently all the Chesters have special abilities. At least 2 of them (plus the Chesters) are subjects of study. Also, Annie is the daughter of 2 teachers, so there's that
People like Red, Blue, Shadow2 and everyone else at Foley are immigrants from the forest, learning how to be human.
Kat, Jack, Annie and Janet are children of teachers, so they are there because their parents are as well (or, for Annie, there parents were there.
But why are John, Margo, Matt and William at the Court? As far as I know, they are just random, with no abilities or relationships to any Court members. I know it's good to have some spare characters, but still.
Can anyone shed any light upon this conundrum?

Annie, Zimmy/Gamma, Paz, and apparently all the Chesters have special abilities. At least 2 of them (plus the Chesters) are subjects of study. Also, Annie is the daughter of 2 teachers, so there's that I don't think that either of Annie's parents were teachers. Yes, Surma was the medium, but medium and teacher are vastly different things. People like Red, Blue, Shadow2 and everyone else at Foley are immigrants from the forest, learning how to be human. Kat, Jack, Annie and Janet are children of teachers, so they are there because their parents are as well (or, for Annie, there parents were there. I know it's good to have some spare characters, but still. Can anyone shed any light upon this conundrum? Not everyone at the Court has abilities, see Anthony Carver. Many are there simply to research the ether. It seems to be that these characters might have some relation to someone at the Court, you might as well ask why Sir Eglamore is at the Court, because other than his recruitment by Jones and his implications that he knew he would be going, there is no direct reason for him to be there. The Court is Man's Endeavor to become God. How and what this means are, as of yet, unknown. These other characters might have vital need when it comes to the fulfillment of this plot.

I know it's good to have some spare characters, but still. Can anyone shed any light upon this conundrum? I think these characters exist for the simple reason of creating a believable school environment. What's the point of writing a story about a school with hardly any other students in the plot? It can't just only be about Annie, Kat, Robot, Zimmy, Gamma, Jack, Smitty, Parley, Eglamore, Jones, Ajna, and Donald—and the characters from the forest like Reynardine, Shadow, Coyote, Ysengrin, Red, Blue, etc. You need more students and characters involved. It's to add more subplots and to make the story more interesting, don't you think? William and Janet portray the comical-couple character arc; their relationship dynamic is interesting, considering everyone was pretty shocked that those two would end up being together. Plus, Janet's father is the school's headmaster. John and Margot portray the romantic-couple arc, and as cheesy as this sounds, it's cute seeing them interact, I suppose. Matt exists in the story so that Paz has another reason to exist in the story, besides her ability to work well with animals. Paz's character became more interesting when she said she was infatuated with Matt—and when Matt showed that he wasn't mutually interested. Also, if it weren't for Matt not liking Paz back, Kat wouldn't comfort Paz, and we wouldn't be questioning Kat's sexuality again, right? It gives the readers something to think about, which I personally enjoy. There's also Parley's friends Lily and January. Even though we were introduced to them for a very short while, their company was enjoyed. It was nice seeing new eccentric characters. (I think Lily is a fan favorite of people on Tumblr.) Anyway. As much as I like the main/round characters and their plots, it's nice to see some subplots of the minor/flat characters. Think about the minor characters in the X-Men comics, DC comics, Harry Potter, and other works of fiction with numerous characters. It can't always be about the main characters/heroes because it'll be dull and dry—and the main story/conflict would be over and resolved quickly. Now, think about if those minor/flat characters didn't exist. We would all be asking Tom and each other, "Are there any other students that Annie and Kat are friends with in this school? Why do we never see Annie and Kat around other kids?" Although John, Margo, Matt, Janet, and William seem to have no known powers and special abilities, maybe we'll be exposed to their abilities later on. Or maybe it'll be just like you said, “...it's good to have some spare characters” just for the sake of having spare characters.

I think Dr. Disaster were at Thornhill when he was student... Because Thornhill seems to be the house of the mad scientists, nah ? I like that there is some gifted student with powers and some gifted students with good science abilities. Because, after all, it is a Science School ! :3

But why are John, Margo, Matt and William at the Court? As far as I know, they are just random, with no abilities or relationships to any Court members. Not everyone at the Court has abilities, see Anthony Carver. Actually, I seem to recall a quote from either Tom or someone in the comic that said that everyone in the court has some sort of special ability... However, nobody ever said it had to be an obvious and/or paranormal one. For instance, John and Margo seem to have a great artistic talent. And Anthony's extremely focused demeanor can be an asset in and of itself ─to say nothing of his (mundane) ability to vanish without a trace... I figure that for most of the students at the Court, the reason they're going is because one of their parents did (but didn't necessarily stay on as part of the staff). The Court should be able to fill out ~60-80% of their 'regular' student body with such "bloodline" recruiting. For the rest, I'd imagine the Court has several "talent scouts" that scan local newspapers, school records, et cetera. EDIT: This only applies to students in Queslett and (probably) Thornhill, though. We already know where the students in Foley come from; and from what we know of Chester, it probably has a smaller proportion of "bloodline" students.
