The problem with the "tictocs as an intrusive spy network" theory is the timing. The Tictoc birds existed before the court existed so they can't have been created to spy on the court. Not the Court as we now know it, anyway. Yet they were made with Court technology, or something close enough to pass a fast visual inspection. And spying has always been useful. Wild Spec: I think Diego learned from a master, the one who built the tictocs. I think the master engineer was from the forest since his creation was designed to be a natural looking bird. I was thinking they could've been created in the tense period before the Annan divide. There would've been a desire on the part of the founders to keep an eye on things, and natural-ish looking birds would've stood out less then they do now. That would not predate the seed bismuth and the majority of human settlement in Gillitie but it would predate the robots. Once the Annan was "guarded" and the robots built the Tic-tocs wouldn't have been needed as much, which might explain why they became "mythical."

Maybe someone one shot a tictoc bird, then discovered it was a machine... and they wanted to learn this.... and they brought more people and more people and created a settlement then created Gunnerkrigg Court then things go tense... and so on. Something brought these people here... I'm thinking the Tictocs were the catalyst. I can't think of any other reason to move here. And, Yes I realize the master engineer might as well be holding a ham sandwich. This is pure wild spec.

It was also monitoring the bridge both times that Robot crossed it (maybe theres always at least one there?) and several seem to come out of nowhere to rescue Annie.Which sort of makes the Tic Tocs more mysterious since they seem to be able to hide themselves very well and could be pretty much anywhere. Edit: Oh yea, they apparently can make a loud alarm beep. Didn't notice that before. Those serrated jaws look like they could inflict a nasty bite if the Tic Toc decided to use them as a weapon.

I would assume the order that Zimmy isn't under Court surveillance would also imply that Court surveillance robots would get out of her way when she comes around. The TicToc didn't leave until Zimmy threw a stick at it. And Gamma thought it was looking at Zimmy.
