I bet it's just that headmaster dude with a court of peers... maybe descendants of the people who Diego worked with to get Jeanne killed.

Although Tom has said that the Court is more than just the school, it was the Headmaster who presided over the meeting with Coyote. So either the Headmaster is more than just the headmaster of the school (in which case one would wonder why they call him the Headmaster, unless the school was the most important part of the Court) or, well, I don't really have any other explanation because if there is a ruling body higher than the Headmaster, then I can't see why they would have the Headmaster meet with Coyote.

Maybe the headmaster is on the board of governors and he was acting as a representative for the group? Since he didn't consider the meeting as very important, it was probably a task left to him since the rest of the board was planning their vacation.

Perhaps it's that, in addition to being the chief executive of the Court, Mr. Llanwellyn is also the headmaster of the school. Possibly he isn't too involved in day-to-day affairs, leaving such things to a subordinate.

I like eversist's idea. If it's called the Court because it's ruled by a court of peers, the headmaster could have been the one to meet with Coyote since the incident was precipitated by one of the students.

I had forgotten that the court does not consider the forest to be their equals. The court barely considers them at all. And supposedly the forest barely considers the court either.
I think we the audience consider both sides equal.... two sides of the same coin?

It's been Formspring'd that the Headmaster is not the highest authority at the Court. I agree that the Court was probably founded by peers, and am guessing that they wouldn't have called it a Court if there wasn't at least one earl in the bunch.

Sad to say but I'm mostly familiar with the term "peers" from the Pirates of Penzance.
They were pardoned because they were "all noblemen who have gone wrong" and "peers will be peers, and youth will have its fling."
