So many theories man, SPLOOSHHHH, dead. But some folks thought it was addressed to Kat so they win this round. We all win, really because no matter who the letter was addressed to, the follow up is bound to be interesting as hell. Kaaaaat, someone's got their eye on you~ Which is understandable since you're mega adorable and super cool. Man, protection from secret robot police AND possible love letter possibly from a robot or mysterious new/current character? Forget Annie being the forest Medium, Kat's got hecka changes coming her way! (Annie becoming the forest Medium is still rad, though)

Oh yeah, Kat just moved into Annie's room didn't she? So that makes a bit more sense.
I don't know if it would be from robot, he (he? she? it?) has already said he loves his friend shadow, he worships Kat, but sending a love letter? Doesn't seem to make sense.
It could be a another robot, indeed any that Kat has met so far, but I'm going to assume it is unsigned, and the next chapter is about figuring out who it is from. Personally I'm going to say a possibly sexually confused Paz, as that seems to have been hinted at several times so far.

Oh well. Only a bonus page, a treatise, and some special stuff away from maybe knowing what happens. I have a small hope for guest comics. There's been too long since the last (and only) batch.

The continuous form paper and the heart's shape on the outside gives me the idea that the letter might be from a robot.

Kudos to everyone who said the letter was for Kat. Has to be from someone who knew about the room change, which apparently was only arranged a few hours prior. Narrows it down, although I'm not sure to whom. (Lindsey, Rey, Annie; possibly Paz, Shadow and the robots? Most of them make no sense.)
I'm standing by my "purely decorative heart or plan by Lindsey" theories.
And now we'll have to wait for the next book to find out more. aaaarrrgh...
Really like the pretty, big picture of Kat. Now that I look back there is a panel of Kat with a light source directly behind her head in every page of that last scene. Coincidence? Probably not. Significant? Probably not.

Nah. I don't think it has to be someone who knew about the move. Just someone who knew that kat and annie were friends, so like everyone.
The reason I think so is because annie says that it was addressed to 'her room' and Lindsey called her for it so I get the feeling Lindsey distributes all the student mail. And normally it would be fine as long as the letter gets to kat eventually.

We DID see Paz in the beginning of this chapter, both on page 1133, where she looks in Kat's direction, and possibly on page 1134 too. She probably overheard that Kat was going to share a room with Annie, and so she would probably have sent the letter to Annies room.
Not sure if she would send a letter like that to Kat, though.

Admittedly it said somewhere that Kat hangs out in Annie's room most of the time anyway. So if someone knew that, they could hypothetically address a letter to Annie's room so it reaches Kat faster. They still would have to know both of them pretty well and I still think it's more plausible that they knew about the move.

I agree, a message for Kat sent to Annie's room would have to be written by someone who knew of her moving. I kind of want the message to be Paz because that would be cute but consider the passage of time as well. Who, when they're moving to a new dorm, has the time to type more than one page of possible love confession and/or anything at all? And on such unconventional paper? I would guess a robot too, they probably know where she's staying since she's under their protection and all. Maybe it's not even a love letter, maybe Kat's being recruited for a cool robot club at the court!

Assuming for the moment that the room-sharing arrangement is not yet well-known... some bashful youngster might mail a letter for Kat to Annie's room simply to conceal from random other students exactly whom the letter was really for. Their friendship is well-known enough for this hypothetical student to reasonably expect the final step of proper delivery to be attended to promptly and discreetly.
On the other hand, Katrina presumably was going back and forth between the two rooms with loads of stuff, and did not engage a cloaking device for the process (and considering where their rooms are, borrowing her dad's portable door strikes me as an obviously bad idea), so probably a fair number of students in their class know about the change.
And... it's a chapter end, so we may well end up adding "Who sent Kat the love letter?" to the list of unanswered questions.

So, who here is old enough to actually recognise that this letter was printed on a needle printer on that ridiculous green/white endless paper? I highly doubt it's really a love letter, because if so whoever sent it would at least have taken the time to remove the perforated strips from the sides. My guess is on robots, too. Some sort of technical information.

That is to say, not that old at all! Also my vote is Paz and this is just how Lindsey prints out the emails or something. We already know the robots revere Kat, and a letter from a lone infatuated robot doesn't seem like a plot-worthy element. Unless it's Boxbot.

I find it kind of hilarious how this chapter has jumped from a dramatic event to another almost without break, but when the dramatic cliffhanger comes up, it's about a simple love letter. Even more funny, when it's a cliffhanger for an entire book. Just who could it be to justify this degree of dramatic setup?
Anyway, we have a beautiful end panel, here, and I can't wait for the treatise and the "special stuff". Could it be the side comic, already?

This is the first time in a long time that a chapter has ended on a Friday. It seems like most of the time chapters end on Monday, we have a bonus page on Wednesday, and then the next chapter's title page is on Friday so we have to wait an entire weekend for the first page of the new chapter. But Tom did say at one point that he doesn't consciously decide when a chapter will end, and this is also the end of Book 4.
