Yes, a normal love letter wouldn't use computer paper. But wait, who would use traction-feed dual-color computer paper anyway? Where would you even find it, let alone a printer to use it? A museum?
It's probably a letter from the 70's - they want their green leisure suit back.

A love letter on that kind of paper? Not very romantic. UNLESS YOU'RE A ROBOT! *dramatic music* Or hey, maybe it's not, I dunno. MYSTERY~ EDIT: Actually, why do I wanna say it's from Good Hope? Who else would even send Annie a letter? She lives somewhere where every adult she knows (apart from her dad) can contact her by seeing her or asking her to see them. Who inside of the court would send a letter to her? And who could even send her a love letter, really? Jack likes Zimmy and he, apart from Mort, is the only one you could consider to be a romantic interest for her. And Kat if you want but Kat's right there. I say it's from the hospital, who else does she have who would contact her in that manner? The heart could be the hospital's logo or something.

I like the hospital guess. A bill is unlikely (we know nothing of GKC economics). Some unclaimed posessions from her mother' death? A diary or something would be cool.

Well, there's a working Mannesman Tally wide-format tractor printer filled with green music-ruled computer paper not 20 feet away from the desk at which I currently sitting (in the IT department of a factory). Although it's increasingly difficult to find companies that still stock the ink ribbons for it. Disclaimer: I did NOT send Annie her letter.

Maybe it's from a forest person, though I don't see them sending a letter like that... Maybe it's just a secret admirer that Annie/we hasn't met yet. Whoever it is, I love how Kat looks more excited than Annie does.

Oh man, we used to use paper like that with dot matrix printers when we did writing exercises in elementary school! It smelled and felt better than modern printer paper. The perforated edges were especially nice to the touch. It'd be weirdly great to get a love letter on paper like that, I want one now. What with the computer paper and the extremely precise heart, it does really seem like something Kat would make. Also, she looks pretty expectant in panel three for some reason. I'm hoping for awful poetry featuring computer or robot puns in any case.
