First evidence the Cult of Court goes deeper than even Llewellyn. Why not? There is no reason to assume he was or is a figurehead, but his job is relations between the groups, as the "face" man he may be important, but not more important than the planners. Unless Aata ran it all the time and he lives much longer than a baseline human, it's far too long to be a personal project, and does not involve day-to-day risk management. And it's all-important to the participants. As such, its administration is more likely to be oligarchic, rather than monarchic. Not at all. But first evidence that he is so disposable to the real powers that be (unless Janet is not there of her own accord and the Court merely doesn't care enough to send goons to make her come, which is a lesser level of disposable, but still not what happens when you're actual inner circle). Not necessary. Just that he has enough of power to make a sneaky exception or at least decide in case of a doubt (if it’s really unclear with Janet), but not to do something that creates a major risk for the project. They must commit once the chosen crowd arrived. Any unnecessary delays, much less frantic suspicious activity outside, are something they cannot afford. Even to explain more than is necessary to proceed. It would be a big gamble even without Loup, and with him it’s much worse.

What Janet did at the archery contest is an extremely difficult shot. The world's best non-etheric archer would not be as confident of success as she was. And if she were just trying to throw the contest, and didn't intend to hit William's arrow, she could have been vastly less obvious than a miss like that would have been. The only way I can see her NOT having an etheric talent that helps with her archery is if that shot was prearranged with someone else (William?) who DOES have a suitable talent. And we've seen no suggestion of that. If Janet has an etheric talent, then based on what else we've seen she shouldn't have gotten an invitation to this meeting. Perhaps someone told her dad that she would get one, just to get him to shut up and let them do their job properly. May even have prepared one, so he could see it, with no intent to deliver it. (Although I do wonder why William didn't get an invite. I don't recall any hints of him having an etheric talent. But then, that could be Dad protecting his little girl from boys.) The only other hint that Janet possibly has etheric talent that I can find is her reaction to Mort's attempts to scare her. It may simply be that she is a person of courage who is not afraid of a ghost - or could it be that she has enough etheric ability to 'see through' Mort's illusions?

I hope the next page shows a clear shot of the boat. From what we've seen, the hull fits somewhat under the dock/ quay, although it might be low tide. It's big enough to have a radar tower on top, but it doesn't seem that large. It only really matters if it's too small to hold all of those people comfortably. Welcome to Gunnerkrigg Dunkirk, folks. So I'd guess probably about the size of a cabin cruiser or fishing boat; perhaps a small yacht, but not a larger class than that. I suddenly remember that the Court owns (owned?) a cruise ship, and maybe this is a shuttle for that. EDIT: Or maybe one of these.There are so many big questions raised by the last two episodes - What was Llanwellyn promised? Who did the promising? Who is the head of the Shadow Men if he is not? Where is Janet? Is Kat here for the purpose of leaving, or did she just wander upon this scene?
But the little thing that bugs me is the poor seamanship evidenced by that "clunk" of the boat striking the dock.

So what's gonna happen here? Are they going to be invited on the boat and the ones who don't go...step off the dock to intentionally stand in the water? Or does the dock leave with the boat?

Is Kat here for the purpose of leaving, or did she just wander upon this scene? I think he is the head of the Shadow Men, it just doesn't mean he can do what he wants here. The Shadown Men are likely just one of many factions and cabals within the Court. Kat was going to the meeting when we last saw her (chronologically), so it's most likely this is where the meeting takes place.
