I wanted to count the fingers (and toes) since Robot's first hand only had three, but both hands and feet are hidden, so I'm going to assume he has twelve of each until proven otherwise. Are those expressions on his face? How did he learn to make those? When we last saw Robot speak I said he probably still had a robotic face and voice because learning to use the vibrating windy flappy bits required for talking is going to be one of the hardest thing to do with your first body, will Arthur just prove me wrong? I don't see much expression on his face so far. Seems relatively neutral and doesn't seem to have changed much over these first few seconds.
What is rather impressive is that he was able to sit up and look around almost immediately. That compares favorably with Robot's first experiments with his new arm.

Just looking at the nose, that's not how you use anti-snoring nose strips.

I...huh. I have to admit, we're not QUITE into the Uncanny Valley yet, but we're kind of teetering on the precipice. His features are just barely different enough from everyone else's so that you can suspect he's not quite human, but not so different that it's actually disturbing. I'm not sure I've ever seen that before.

I've been dreading this moment for quite awhile now. I can't shake thinking about how Robot already had such major epiphanies and experiences from taking this transition slowly, and Arthur is just jumping into human perception, feeling, pain, all at once. I am so afraid Arthur is just going to immediately go insane and start screaming, and then the chapter ends. His lack of presence (not noticing Juliette) is not reassuring to me.

Well, just because Arthur looks more human than Robot, it doesn't necessarily mean he's any closer to being human than Robot is.

Arthur’s hairline was found in a galaxy far far away with Luke Skywalker.

Imagine getting a new body, and it already has a receeding hairline like that. I would complain a bit. It's still a lot more hair than he had before.
Not-that-wild spec: Kat found it for some reason easier to just put hair on the back part of the skull because she might need to remove his face for maintenance once in while.

This all begs the question: did Kat or Tony go in there to put pants on him, or did they put the pants in first and then grow the body into them? Asking the important questions, SS if robots wore pants would they wear them like this or this

That's properly horrifying and therefore probably true.

But I'm sure if this wasn't 2D he would be at the Rock bottom of said valley

odd that there are no tubes or connections to Arthur; its just a padded vessel. Im puzzled how the body was grown in that chamber with no visible connections to it, to supply nutrients, etc.

Perhaps, because looking back on that chapter, it doesn't seem to be stated those chambers were used to grow the bodies for the fairies or animals either. It is said that the bodies aren't all ready yet, but a pie cooling on a windowsill also isn't ready yet even though it's no longer in the oven. These may very well be just transference chambers rather than the actual growing pods.

Even if that isn't a growth pod, one might expect some kind of hookup for the mind transfer, which we know for sure was done in that chamber.
Maybe Kat figured out some type of wireless link. Bluebrain? WiMind?
