It's weird because Anja could never get one of those robots to move but Kat just had to plug a Seraph cpu in a Seraph original model to get it "moving". Maybe Anja never had access to a Seraph CPU? I mean, they seem to be a kinda special model with those blue golem chip on top, and the Seraphs were probably designed as security enforcement units so maybe it wasn't that easy to get permission to open one up?

Anja likely didn't have the relationship with the robots required to allow her access to a CPU. Not to mention she likely never made the logical leap to simply try putting a CPU in there. Kat certainly didn't make the leap herself, it took Annie to prod her in the direction of putting a robot CPU into one of those things, since Kat saw that the robots "clearly" shouldn't be able to move on their own. ...Actually, it begs the question as to why those old robots even have the CPU slot to begin with, seeing as the robot Kat woke up certainly didn't need a CPU in the slot to run...

Theory-crafting: Diego's early models didn't have discrete CPUs - the CPU and mass storage were spread throughout the entire system. Later he realized it would be nice to be able to move an existing knowledge-and-skill set into an upgraded body, so developed the CPU-and-mass-storage chip and made it his standard. Kat could not have awakened a robot that needed a CPU chip, without a CPU. But the one she picked was one of the older models.
