While not as big a move as UK to USA, it is interesting that he recently moved the Court to a seaside location.

Oh that's easy: If you don't have anything to really compare it to, anything can seem like progress. Courtnie is thinking she's making "real progress" simply by being allowed little things, like wearing makeup again and going out when she wants to. She boasts about it in a competitive way, not knowing what she's truly missing, or that Sylvian Annie has experienced something bounds better. And Sylviannie doesn't know that what she experienced is NOT what Courtnie experiences daily, so has no reason to contradict it. I mean, do note that when Annie is around, Tony is always emotionally locked up tight, and she can only really experience his opening up via second hand accounts (or via Blinker spying, which isn't possible anymore). When she can't experience what she's missing, she can't miss it... Perhaps the reconnection has been more one sided than Pft!Annie thinks. I don't think she went in after her forest visit going "ok daddio, here's how things are gonna be" but that may have been the result. Tony, loaded with guilt and wanting to make things better and pretty much zero parenting instinct from what we've seen, probably just goes along with it. Surely that is a part of it, but Tony did allow her things before when she mustered up the courage to ask. When she asked to get Renard back, he complied immediately.

I don't know how obvious this is but it seems to me this behaviour of Courtnimony's makes perfect sense.
When Tony returned he quickly pointed out that she had been cheating and had to repeat a year. This filled her with a feeling of inadequacy and a need for getting her father's approval. Hence her great joy at being included in the group that had "made a great job today" during Katurday.
Her diplomatic meeting with Ysengrin was by her account a great success, which must've served as a big ego boost. fAnnie's return revealed that "No, you didn't actually succeed at anything AND this person claims to be the real you". which led to feelings of resentfulness against fAnnie. Hence her harrumphing any attempt from fAnnie to get her to open up.
The thing that actually gave some progress between them was when she got to display her new focused fire-elemental ability(the lasers), making her feel valued again, and opening her up to being more vulnerable in her discussion with fAnnie. Now, fAnnie revealed that she managed to make more progress with Tony than she managed in 6 months, putting her back in the position of inadequacy and hence harrumphing once more.
The thing that I wonder is whether the "successful mission to Ysengrin" served as enough of self-assurance for her to let the feelings of resentfulness towards Tony (expressed as the fire elemental that is part of her in Annie and the fire) blossom forth and as speculated up thread a way to use the "not that you care" remark towards Tony to get what she wants.

Someone arf mentioned this first half a chapter ago, but it's still true. Perhaps one or both of them, consciously or subconsciously, suspects that they will merge if they touch. Neither has deliberately avoided contact, as far as we've seen, but Tom could be downplaying that.
In any case, any such avoidance would imply that one or both Annies does not want to be rejoined with the other. As far as I can recall, neither has expressed an opinion about that, or even considered it overtly.
There are some interesting plot possibilities along these lines. What if one Annie wants to be reunited and the other doesn't? What if both agree to merge but can't figure out how? What if they agree to stay separate but Loup forces them back together?

Incidentally, unless the Annies find their way back to the surface and back to Kat's place soon, Parley is going to have an adventure ahead of her if she *bips* back into the bunker, finds them both gone and has to retrace their steps.
