Wait, why would Eggers be in charge of taking care of Annie? Ever since she was declared Medium, hasn't Ysengrin technically been her protector? We no longer see anyone crossing with her when she is alone. But possibly Smitts still needs a protector.
 
What you all mean is - why haven't they called Parley?

Fair points. They haven't called Parley because no one's attacking them, though (her job is technically protect the Medium from being ATTACKED, isn't it?).

It could also be argued that they're so panicked that all they can think of running, and they simply haven't thought of summoning the Court Protector yet.
