I really hope this wasn't all a ruse by the Court to get Surma under Tony's scientific eye... By... poisoning Anja's father mother? That's some high level scheming! Would the Court go that far? It certainly hasn't hesitated to stoop to murder, lies, or general manipulation, but those incidents were generally when it saw itself as threatened by the forest. Would it use similar methods just to help an experiment? (Not to mention that its leaders couldn't know for certain that Surma would volunteer to fill the gap left by Donald.)

It does seem far fetched for the Court to arrange to have something happen to Anja's family, so Donny would drop out of the expedition, so Surma would take Donny's place, so Tony could test Surma. Who could have predicted that Surma would agree to take Donny's place? It does not seem far fetched for the Court to exploit the situation by telling Tony to test Surma after they approved her participation in the expedition. But my favorite theory... Tom is trolling us in the comments.

Indeed! This is a clear demonstration of her fire abilities while being completely calm and without anger, rather like making herself a giant non-flammable torch [note she doesnt set the forest on fire]. Hmm, is this why her fire elemental couldn't burn things down - was incapacitated in a way - after Annie and it were separated after her "hair-chop"? The elemental needs her anger in order to fuel actually *burning* fire (fire that consumes and destroys)?

She sets her hair on fire in the Court because, in her own words, she "thought it might look impressive".
