He didn't reject her. She never asked him. If you wait for Tony to make the first step, you are in for a long wait. Which makes me think. How would he react, if Annie outright asked him: "Do you love me?" (And don't bother to suggest "Is it your concern?" or "Is it your BUSINESS?" )

I'm going for 5 years. Unless he was drunk. (Funny story, this is how my formerly commitment-averse partner admitted to me he really regretted our first breakup, while we were exes. He drunk dialed me. He said 'I love you' first when we started dating again and we have now lived together for 2 years). I'm going to say he probably told her the first time when he was drunk or sick – whichever sort of delusion came first.

I'm not sure, I imagine it more like Surma asking him whether he loves her, and Tony answering something like "Of course I do. I simply did not feel the need to state something obvious."
