The all official Court uniforms we have seen have been variations of "green-ish suit" thus far.
Why Red is dressing up in what looks like a military uniform, collar ensign patch and all? Can anyone place that uniform? In my eyes it looks quite generic, but not a modern Western (it's either camos or a fancy dress uniform today); it's certainly not a fully fledged dress/parade uniform (modern ones tend to include a travesty called a necktie, and even for an older one, it's a bit plain).

Right, and right! We've never seen Red in anything other than her uniform, except for two chapters ago where she had Blue imagine some clothes for her. That was also a coat and trousers. Maybe she does just like to dress like that. And this outfit might also be one she "made herself", whatever that entails. Those thingies on her collar are red, I bet Blue will have something blue on her outfit... Wait a second, will Blue even be able to wear something other than her uniform?! Anyway, this pages reminds me of the end of "Red Returns", where Annie and Kat talked to Red and Blue in seperate rooms, trying to teach them the value of friendship, only to find out it was about the hair all along. In that chapter it was Kat who talked to Red, and Annie who talked to Blue. I'm gonna predict a role reversal here, with Kat meanwhile prepping the soon to be bride soon-to-be-named-Blue.

Oh yesss, I already see it happening: Red taking some dramatic long time to tell her friend her name, when Kat barges in, asking if she's too late to see Blue get her name. BAM. Snake-eyes. Or she walks in as they're naming her and say "Kat!". Boom. We now have Kat2.0.

I expect a double subversion from Tom. Red's friend will be named Blue, successfully, possibly within the next two to three pages...
However, something unexpected will also happen that has significant effects on the near future.
A direct consequence of Jeanne's exorcism, perhaps? Maybe something unforseeable, like a cascade of system failures throughout the Court.
Heh, maybe it's finally time for the tic-tocs to resurface.

Oooh, a celebrity name. Like Blue Ivy! Next up, a Chester student named North. (Sorry, everyone's pointing out shades of blue, I'm just pointing out shades of "celeb"...)
I think Blue will be a good name for Blue.

So if they're not actually referring to Blue, I doubt she could be accidentally named. Also if this is a joke, ignore me.

I don't read this as Annie asking Red what Red's friend should be named. It looks more like Annie is recapping the plans for the day, including "And she's going to be called Blue," except she trails off and lets Red finish the sentence. As has been pointed out, Annie and Kat have privately been calling her Blue for some time, so I'm thinking Annie told Red the name a bit prior to this scene and Red is now repeating it.
So yeah. Her name will be Blue. Or at least that's Annie's intention.

And that list doesn't even include traditional names that mean "blue" or blue flowers and the words that translate as same. Cornflower? Iris? Majorelle? Periwinkle? Violet? My name is a blue flower.

The jacket is very similar to a Mao jacket, but I associate the pants and foot wrappings with Russia. It is a counter-bourgeois gray utilitarian uniform with the only color being red flashes to represent the Communist Party. As I said earlier, Red may have found this after doing a search for red clothing. She probably doesn't know about or understand its association with communism.

That crossed my mind too, esp. the red patch, but the Mao jackets are traditionally even more ill-fitting, have sillier pockets and bit different in color, and they were inspired by the generic military wear of the era anyway. So I was wondering if there would have been an exact match, especially for the shoes / the trouser ... wraps... she is wearing?
