IIRC, that is the one.  Or at least that is the one where Pratchett choose to describe his interpretation of the teleportation issues and why wizards don't bip back and forth long distances across the disc.

But they do just that in many of the books. They just have to send an equal amount of mass from their destination to their point of origin for balance.
