Annie's abilities seem to follow directly from her mother's for the most part, which makes sense given what we know about Gunnerverse fire elementals. Maybe Annie and Surma are genetically just human, the fire elemental is an immortal unchanging extra. Based on this.HereI believe Terry Pratchett had teleportation in some of his Disc World books that included conservation of energy and momentum through the jump. Interesting Times? IIRC, that is the one. Or at least that is the one where Pratchett choose to describe his interpretation of the teleportation issues and why wizards don't bip back and forth long distances across the disc.

But they do just that in many of the books. They just have to send an equal amount of mass from their destination to their point of origin for balance.
