I have always interpreted this to mean that the rain trick is going to work eventually. Anyway, here is my favored interpretation of the plot so far: The Court people knew there was something missing in their experiments, and they left the power station as it was to draw that something to it. When they see Jack and Annie there they will discover the missing element and the rain will work and Jack and Zimmy (real name: Zeta) will be cured and all will be well and there will be no repercussions because drawing a student there was an intended result and they will be very happy that Annie had come with Jack to watch after him.
