You can't see what's behind it. Also we've seen Tom use solid colors for non-focal objects in the past. Doesn't necessarily mean it's rusty/in disrepair. There'd also be waves and general splashy-splash around it. Brown seems like an odd color for a boat to me. Either it's rusty and just floating around because nobody cared to dispose of it or it's made of wood and therefore not very probable to be used by court members. If the boat is nothing of consequence, then that's terrible image composition. Either that or a red herring.

Regarding the "many buttons that seem obsolete"...
My interpretation is that the Power Station was built well before the time when there were desktop computers, and the system used to be controlled by all the buttons etc, but that it's been upgraded/retrofitted to now be controlled from the desktop which electronically interfaces with all the other, older, more analog controls.

At first I thought that in the last panel she was looking at him in surprise, either "What have you done!" or "Oh crap that's a big spider!". Looking at the second panel, however, I see that she was already looking at him, and now is looking over her shoulder -- probably outside, at the boat -- and wants to draw his attention to something.

I got the impression that she had been looking frantically around at everything happening at once, and in the last panel she was turning back to Jack to see his reaction.
Also, perhaps instead of addressing him, she's shouting his name 'cause something is happening to him. Perhaps on the next page he'll be on the floor or face down on the desk, writhing in pain with a cheery grimace on his face.

The panel that her body is facing toward in the last frame, looks to me like the panel that is behind her (seen between her and Jack) in frame 2. She has apparently walked away from Jack toward that panel or one like it, and is looking back over her shoulder toward Jack. That's what I was thinking too. If he's in severe pain from the gathering of etheric energy, she (and probably Reynardine) ought to be feeling something - maybe a sensation of being pulled. But if the spider is up to something, then maybe not. Alternatively, of course, she's trying to draw his attention to something.

With a big array of colored buttons like this, I can't help but think of the controls to the giant laser on the Death Star. I'm glad I wasn't the only one.
