I also like this being a test. And yeah, Annie coming at Ys all compassionate-like is pretty dumb.
I've seen a few dumb moves in GKC. The beauty of it is that Tom doesn't emphasize them as anything other than "Oh wow, what were they thinking?" and yet makes them still significant to that character or story. (Good example is Eglamore trying to smack Ysengrin with a sword in Fangs of Summertime, despite just KNOWING that he's not going to have any effect.)
And what a way to show Annie's real character around someone she generally didn't like after finding out a truth about them. She does what we all want to do to Ys now. .Annie may be aloof, but she's not without a heart or kindness. In some ways she is absolutely a fusion of the fiery, emotional Surma, and the aloof, controlled Anthony. She may look more like Surma, but make no mistake, this girl's a very different person.

Just imagine the complications if Annie manages to befriend Mr Y, instead of being gobbled up like a fish. Thinking this would rub Reyardine wrong.
Then again, maybe he wouldn't take too kindly to her getting gobbled up, either, though not entirely convinced of this...

I think it's just Coyote being Coyote. I mean, it might be a test /too/, but he doesn't really need extra motivation to stir up trouble. It's pretty much his job.

We've seen in the past that the Psychopomps arrive very quickly. The fish-Guide probably already arrived and left, invisible to Ysengrin. Also, having the Guide for fish appear on stage could distract a lot of the readers away from Annie's peril; they'd be focusing on it rather than on whether Ysengrin would rip Annie apart for approaching him while he was out of his wooden armor and its toll on him exposed.

My call: Annie will stand her ground. When Ysengrin gets back in his treebody, he will be more confident and find his composure.
There will be allot of name-calling and shouting from Ysengrin though.

"So far"? This would also distract Ysengrin.

This would also distract Ysengrin. You assume two things: first off, that Ys hasn't already seen the fish guide. Second, that Annie has. She's seen Katarack because bugs die everywhere. But you don't find many dying fish in a hospital.
