Parley, Sr., completed a scientific test in a lab (the Eugene Gould Psychic Challenge) and, given the fictional nature of this work, I'd lean towards believing he wasn't just a fraud. When Jones mentioned to Annie that Parley Sr. was the only one who ever officially passed the test, she said "officially" in quotation marks, implying a degree of scepticism. That's why I'm leery of Parley Sr.'s credentials, more than just his failed prediction - I suspect that Jones thinks that he duped the people at the Psychic Challenge, but isn't able to prove it.

Actually, I think the "officially" was a criticism of the test, not Parley Sr. It only makes sense that others at the court could also have passed the test, making the test probably not that legitimate.
