Is it just me or do the stairwell and apartment look like they could have come from the set of The Big Bang Theory?
It would explain a lot if Sheldon actually grew up in the Court and chose his current dwelling for its similarity to where he used to live.

As far as the living situation, I gotta say nah man, no way they wouldn't be living together. They tiiiiiiight like dis, yo!
Plus you have to consider Kat explicitly stating that spending all her time smooching with Paz is detrimental to her research, so living together seems like trying to avoid getting your hair wet during a rainstorm by diving into the ocean.

Oh my god, the dorm is the Apartment from Friends! The furniture is in exactly the same places, and there's that crossbeam near the fridge. And that second to last panel is the hallway: Wow, I haven't been here a while.

Paz & Kat's relationship didn't affect that before, so why would it now? Also, now that I'm thinking about it, if the dorm room is the apartment from Friends, and the two of them are staying together in the dorm as friends... then that's an even greater reference than I first thought!

The outside of the building was the first clue I got, and then it was too much the same, with the window and all... I guess Annie is Monica, Kat is Phoebe, and Paz is Rachel. No ? I have the opening playing over and over in my head for the moment I got the reference.

It turns out that the Court actually ordered this building from Hollywood after Friends went off the air.

Is this the same kind of dorm that Parley was in here, only not kept the way she or I would (messy!)? Looks similar to me, only with more of a perspective on the window, but not completely. Or would they be in the same year now that she was then? My little brain can't think hard enough at the moment to add it up.

Annie, Smith, and Parley were in years 7, 9, and 10 when they met, when Coyote was coming to the Court. The scene you linked was after the Summer holidays, so Parley was in year 11 at the time. Since then, there was the Summer Annie stayed in Gillitie Wood, and this Summer, coming to an end. Annie and Kat are moving into the year 10 dorms, unless I've miscounted. And we've been told that the accommodation changes every year, so no, I don't think Parley was in the same kind of dorm at the time. That's for next year.

I live in a big city, and maybe the court's robot army keeps the streets cleaner there than we can manage, but all I've been able to think about for, like, the last 4 comics, is how dirty Annie's feet are getting.

It's a big city with the population of a small town. And the streets are kept clean by robot horses with laser eyes. Her feet are probably a lot cleaner than you think.

If you've never actually lived in a big city, it's impossible for them to be clean enough. I love going barefoot, and when I was growing up in the suburbs I'd basically take my shoes off in June and not put them on again until September. But I never wear less than sandals in the city. Maybe Annie doesn't have to worry about things like broken glass, cigarette butts, dog poop, and even less savory substances, but cities just seem to generate dirt at an incredible rate. For example, there is a white table on my porch, 100 feet above street-level, and it develops a coating of some blacking sooty substance every 2 weeks. I go through half a roll of paper towels every time I want to get it clean enough to actually eat off of. So maybe it's not bad-dirt, but it would seriously stretch my sense of plausible belief to imagine that there is NO dirt.
