I don't know if it's Annie being petty and wanting what she can't have, perhaps Jack's willingness to forgive her and the rest of the evening they've spent talking have swayed her to him.
Or maybe she is being petty, but trying to recover some of her pride after she was clearly hurt that he would choose Zimmy over her.

I fear I've already crossed the event horizon of the black hole that is Annie/Jack shipping, and no matter what direction the comic actually takes, I'll be able to twist it irrationally to fit my vision.
This is not really a good thing, mind you. I have seen the enemy and he is I. Maybe it has something to do with the fact that I discovered GKC in the middle of chapter 27.
I respect the whole Zimmy thing, and I applaud Tom for opening up a whole 'nother can of worms, and I know that whatever happens, he [Tom] can make it seem like the most natural, in-character thing in the world. That's good storytelling.
EDIT: If rainofsteel's post had happened, could we start calling Annie "Hot Lips?"

Both painstaking correctnes and firestormy temper are very in character, so could go either way. As is, this may mean she's really serious about it, really curious, wants to test him, longs for "sour grapes"... or anything, really. But speaking of... yeah, she could blow a kiss with visible lips-mark homing on the target and even having noticeable heat on touch. ;D JACK: Instead, I'd like to watch you kiss Zimmy. It didn’t even occur to me that she might be behaving pettily. Jack had stated a willingness to put the moves on Annie, despite being unsure whether he even liked her, because he might “get a kiss or something”. She probably still feels bad — maybe quite bad — about attempting to treat him poorly, and my interpretation is that she wonders, genuinely, if she could make it up to him this way.
So it’s more like the offer of a pity kiss. (I’m not surprised he turned it down.)
Edit: Wha? Fixed apostrophes etc. which had been turned into question marks.

I donno. Something tells me there's nothing all that significant about this page. It's wrapping up the possibility of the two of them becoming an item. Having known someone who was in that situation, I don't think Annie is being petty, it's probably more like a joke to try and lighten the mood due to him mentioning getting "A kiss or something"
But, that's just how I'm seeing the situation.

Ouch I half expected the kiss was gonna come up again at the end here, but I didn't think it'd come up and then be shot down so directly On the other hand it seems like Jack actually has given this a degree of thought and knows kissing her would only complicate things, and is making the right choice not to You mean the right and smart choice? ;D

I've got to say, Annie isn't coming across as being petty/wanting Jack at all. I think she was being honest when she said she didn't like Jack like that. However, she does seem to like him as a friend, and she feels terrible about what she's done -- so she's trying to offer up her (presumably? Has Annie been kissed before? I feel like the answer is no) first kiss to try to make it right.
Jack, in panel 4, seems conflicted, and then says 'No', because he seems to have already forgiven her, and he doesn't want to do something he's pretty sure she'll regret.

That or he was completely sincere about his Annie vs. Zimmy conflict, and now it's resolved so there's really just no longer any interest.

I would say that Jack refused because he knows an apologetic kiss wouldn't be a good memory of a first kiss for Annie. I do anticipate a goodbye hug, though. And Kat wakes up to see that, and asks Annie how it went, and she tells a half-truth regarding the situation, and the whole thing ends up bothering Kat more than it does Annie.
EDIT: This is a little off-topic, but is there a constant height difference between Jack and Annie? in some panels, they seem to be the same height, but in some panels, Jack is substantially taller.

Signed up just to say this I didn't think at all that Annie was being petty. It seemed like a very sincere question to me. He helped her sort out her emotions, which it's been obvious she's been having trouble with ever since she got back from the forest. Not even Kat could help her like Jack did. But not only did he help her, he understood and forgave her. That means a lot to someone going through the tangley mess that is emotional growth. And then after that they were lying down having a long talk about feelings. It wouldn't be far-fetched to say that Annie might have felt herself starting to fall for him. It felt to me like asking if he still wanted that kiss was her way of testing the waters. Now that she's been shot down, I doubt there will be much more said about it. I'm honestly glad that nothing came of this in the end. I feel like a romantic plot development would distract too much from the main plot. I mean, kind of like with a sitcom, where you're cheering and cheering for that one pairing to admit their feelings for each other, but after they do, you get bored with it. I'm more interested in the Seed Bismuth than who it is Annie is gonna have a baby with.

Nevertheless, I wasn't as assertive and empathetic as Jack is in this page back then.

Maaaaaan, I don't know about you guys, but when I was an awkward 12/13 year old like we all were at some point, I would NEVER, in a MILLION years offer a kiss as a form of apology... or try to get with a guy who had openly said he had feelings for someone else.
But that's just me.
Tom put it best on his FormSpring:
"She's just a dumb kid."

Well immature might be a better bet, but petty works pretty well. Just had another thought; I don't think it matters what Annie's motivation is here, shouldn't we be welcoming her reaching out and connecting with someone other than Kat? Perhaps a shift towards a more socially capable Annie is in the future, which would be nice.
