D'awww... Rey is kind of adorable here. He's even got his tail between his legs in the fifth panel. He knows he screwed up, and I think this page more than any other so far shows how much he genuinely cares.

I think he's at the bottom of that lake. :B Little motes floating in front of the "camera" and the really thick bubbled window kinda imply that.

Theres kind of a slight problem with the underwater theory, namely the air vents on the side of those cylinders, or at least they look like air vents.
Still, I like the underwater theory anyway until we know otherwise.

There are numerous visual indicators of being underwater-- the light in the upper left transitioning to the inky blackness in the lower right, the luminescent floaters, the general blurriness of the scene, the bulged design of the porthole glass, etc. Those "vents" could be any number of things. The overall design is strongly reminiscent of the Tektite underwater habitats.

In the real world maybe, were the water is full of particles - but this is probably a huge tank containing tap water.
The reflection and refractions at the windows would look different if it was water though. But this as well be artistic freedom.

Assuming that she refused to leave the Court for summer after hearing about what happened with Annie, as some theorized.

I'm with the people who're guessing "makeshift prison." That over-engineered door in panel 4, the electrical wiring and pipes not enclosed in the walls... These things speak of a hyperbaric chamber or decon room or possibly an experimental chamber for other-earthly environments. The style is mechanical and efficient without decoration, not fanciful like the previous dorms. I bet there's one of Anja's eye symbols on the other side of that door.

If there is somehow a hull breach, the door would have to keep water from going any further. There is another reason why the wiring and pipes are outside of the wall, the hull may in fact, be double hulled (or an inch or more thick, but I think it may be double hulled). Take a look at the pipes going into the wall and the 'vent'. The vents position looks like it would be under the bed and the pipes going into the wall don't appear to exit the outside unless they connect to that box thing on the outside. I believe we saw the outside of these once before, or a similar location. The environment outside the window is the lake. now the Court Lake probably lacks any life and will be quite clear. You could probably see down to the bottom if the light filtered far enough, which depends on the depth, or if the bottom of the lake was lit by underwater lights.
Now water is heavy. and the Dorms are built to withstand that pressure. if the Window were to break, the rest of the dorm must be protected. Each room, each corridor, is built like an Airlock. the doors too. And all doors open towards the water, or slide sideways into the wall. The door is probably quite Heavy and thick, too heavy for average schoolgirls to move without help. As looks the case at Gunnerkrigg, the doors slide, As judged by lack of Hinges on Reynard's side of the door. And would be activated by pushing a button built into the door or located on a keypad built into the door-frame.
It does have to with stand tons of water smashing into it after all. The dorms are built like an under water Bomb shelter. Also Each room is itself basically a death trap if the window did break. so Yes they are built like a Submarine.

Not to mention that the hatch on the floor (maintenance access maybe? or additional storage?) would provide an obvious escape route. @kurai: Maybe it's a different lake? We've only seen one and the place is literally the size of a city. It could just be too dark to really see anything and the particulate certainly implies that there is at least life at the surface of the lake. Additionally, the dorms could be at the anoxic layer of the lake at depth. Edit: The window might be double hulled itself just in case and it could also be made of the same plexiglass used on deep sea submersibles.

Oh I'm not saying there is no life. Not completely. there could very well be whole colonies of Plankton, micro-organisms, or small Water creatures.
But it is an Artificial looking lake. and the Court probably filters the water to an extent. which would cause a current that would stir up dust and grit into the water, even with no life.
Also in the few images of the shoreline. there is sand but no plants. no plants no large fish. there might be smaller fish and maybe some water plants. but nothing that would be large enough to disturb large amounts of mud or dust. there will be some dust in the water, but not a lot. And the Court could will have many lakes. Or reservoirs. or it wide have a network of reservoirs or a really long lake, or lakes.
sadly we've only seen a small part of the court as observers. we'd need to see an actual map to have any clue as to what the court, or the Court's lake/lakes is/are actually like.
Even in the rest of the Court, very few animals have been seen. Most have been Research subjects or pets, and small insects, and the like. Even for birds the only ones we've seen in the court have been pigeons, and the robot Toucans. I don't think the robot birds count. it's just that the Court is a Man-made and sculpted Landscape. there is basically no food for anything larger than an insect to actually scavenge outside of the "Parks" built within the Court's Borders.
The Same I would guess would hold true for the "Lakes" of the Court.

Beds and reading material aren't uncommon for hyperbaric chambers because people have to spend extended periods in them getting treatment.
The previous dorms have been fanciful. If they went to the trouble to make the dorms underwater this year, wouldn't they put them in an aquarium-type environment stocked with interesting sea life?

He's probably been ordered to stay within the living quarters of Annie, by Annie, when she's not around. If her living quarters changed because of the new school year, then that stays within the bounds of the command... therefore he could safely be contained there without resorting to force or anything else. "Deep sea research module" is a bit random of an assumption to make.
