I think it was just a quickly-made temporary solution.
(I've mentioned before that I've sometimes thought the toy mouse body from Chapter Eighteen might be a better new body for Robot, in that Annie and Kat could easily hide it - remember, Robot's a wanted fugitive. But maybe they're safe building a larger new body for him; the robots know about the break-in from Chapter Twelve, but don't seem bright enough to draw the connection to the new robot, and while the human grown-ups are bright enough to do so, they (presumably) *don't* know about the break-in.)

What's wrong with Robot's other body? It looks fine with clothes on and it's even got a pretty unique look: the vertical eyes for one. It's not like it's broken either. It was "just cobbled together from spare parts".
