"Uncontrollable" might well be the key word there. People without...talent...are not enrolled at Gunnerkrigg, but Chester gets the unfortunates who cannot help but inflict their talent on those around them.
Which raises the question: what was happening to the people around Zimmy before she was enrolled?

Personally I think it's more likely Chester has the people like Red and the other Suicide Fairies in it. Remember that Red didn't know what a vacation was.

My theory is that Zimmy's uncontrolled astral projection always drags along any mentalists in the vicinity -- hence why Annie and Gamma were there. And the fact that Jack got pulled in is our first clue that he has psychic powers as well.

His obvious interest in the power plant and the fact that he seems to be a sort of "ringleader" in bringing the pupils up there would support this.

It kinda adds up if: Queslett is the Earth House, with Annie, Kat, Smitty, and all the rest. It's a very... grounded house, if you will. I don't know how else to explain it. It's not just Annie's personality, it's all of the students (that we've seen) interests and attitudes. Foley, if that's where Red and Blue were (and their fairy-looking friends), I think that would be Air? Thornhill is where Parley is -- and if she's not Fire, well I don't know what is. Haha. But if the rest of her house follows... And then, we know how at least one member of Chester feels about Water. That's all very vague, but there are attributes to each of those elements that also fit with what we've seen. Just a thought...

Now there's a disturbing thought...... although now that I think about it, Zimmy wouldn't be out of place in Rapture.
I still think Queslett is the most anomalous house, because there doesn't seem to be any easy classification for the students there (beyond "main characters" but obviously that doesn't count), unless all of them are harbouring some kind of special talent we just haven't seen yet.
I reeeeeally want to know what Jack saw in Zimmyland.

Well lets see now...
We know the most about Queslett. It seems to me like the house of most normal people. Perhaps a focus on technology?
Conversly, we know the least about Thornhill. I think Parley is the only person we know from there.
Foley house is, from our knowledge, made entirely of people who were once something else.
Chester appears to be comprised of people with various, and powerful psychic abilities.
We know that the school picks the students it wants, so I would imagine the house placements are not random.
On a separate note, I think zimmy is affected by radio waves. The power station released an electrical charge that was larger than most lightning bolts. High voltage current releases tons of radio transmissions, and that could have a large effect.
