Agreed and I would like to add that I think the quote, "She doesn't remember much else from that day" probably means this is what stands out over whatever happened that required her ankle to be bound. [Though, I am trying not to read anything into the visual cues that this might have been done secretly behind his back because kids sometimes sneak that sort of thing anyway.]

OK, this might be a little "out there" as far as interpretations go, but my first thought when Annie touched Anthony's robe was the story of Jesus and the woman with an issue of blood. (She touched his robe and was healed immediately.)
Like I said, it's out there, but Annie obviously greatly admires her dad. We saw how defensive she got when Rey was dissing him.
Heh, even if that's not what Tom was going for exactly, I think it's a wonderful action and demonstrates, yet again, what a master Tom is at storytelling.

I think this is her remembering the feeling of the material. Tactile sensations can be very memorable when they have emotive connotations.

I agree with bingli, and adding to his thought in my study of child development: when I saw this I immediately thought of affection. A little girl needs physical contact from her loved ones (in the form of hugs and other caresses) and he is binding her foot carefully after what appears to be a father-daughter bout. The touch of his fringe appears to be one of the rare times where she touches him affectionately. Remember how Cayote and Jones attributed Annie's emotional self-regulation to her father? So this moment where he is touching her foot would indeed be a rare moment of affectionate physical contact. In retaliation for his touch, she reaches out and grasps the closest thing to him that she can get away with. With Anthony, she knew that touching him affectionately was a no no, so something he could not feel was the best she could do. As bad as Anthony is for selfish running off and abandonment, this sweet moment is helping me understand where she gets any loyalty towards him. ... Ok, and I might be warming up to him as well.

i think this memory also shows how similar Annie is to her father in some ways. to her too, the smallest thing, like a casual contact with the clothes of someone she loves, carries a great weight. so great that it overshadows anything else happening.

I think you hit the nail on the head. Annie must know that Tony doesn't really like a lot of affectionate touching, so the fringe of the robe is the next best thing.

I'm not sure, but what I got out of it was that it was just a random fond memory of the moment. You know how sometimes you recall these little things that wouldn't really mean much to others, but it's just a very vivid memory that always comes back. I dunno. I've always liked listening to those kinds of memories because it's interesting to see what kind of little things people's brains remember and they just seem really nostalgic...
Then again we could just stick to the brain damage XD

No. I don't remember much of "emotional self-regulation" either. Unless "holding back for 10 seconds or so before the rage of elements" counts. With her, it's either icecap or volcanic eruption. I've been thinking that it has a certain significance that in this flashback Anthony is wearing something else than the hospital coat Annie would normally see him in - not just that, but they are both wearing a gi. This could have become a kind of symbol for the special emotions in this scene and part of the reason Annie specifically remembers touching her fathers gi. I really like Shygalagriel's explanation too. I assume that's about the most she gets to touch him, ever. Nooo, I'm still waiting for the father-daughter-hug! D: I personally have the hope that the next time they meet (probably not any time soon) Anthony will say something to Annie that on the surface is very technical, but has a subtle element of "I care about you very much", and Annie will surprise-hug him, a lot like she did Ysengrin.
