So the teacher-lady's name is "Bugsy," eh?
I'm not up on modern Brit slang so you UK residents and Anglophiles will have to help me out. Used as a name, isn't that a pet name roughly translating to American English as "snuggle-bunny?"
Therefore, should I speculate that she was also named accidentally before graduation? Possibly by a very extra-special friend?

Proooooooobably just a funny coincidence but Bugsy is also the gym leader (male in this case and specializes in Bugs) of Azalea Town in Pokemon G/S/C. Azalea Town lies partly in/next to Ilex Forest which houses a shrine to the fairy-like pokemon Celebi.

Seems like a good enough time to speculate on what all the boys used to be.
That Guy: Deerboy! This Guy: he's so generically cute... maybe a mouse or something? A sparrow? Him Too: Badgerboy! Him: some kind of bird I'd guess. His hair is flipping FABULOUS. And Him: Hedgehogboy! I say we call him Prickles. A Fish Guy?: obvious. More specifically though probably some kind of bass since he's green. That One: gotta be a woodpecker. Dat nose.
Also that bald-ish kid at the bottom looks like Christopher Eccleston, which made me think for a moment that the Ninth Doctor had somehow got himself enrolled in a fairy class. The image of the Doctor enthusiastically quizzing girls about their hair made me laugh.

[I've never heard it either except with regard to the character from the movie/musical. But I am extremely uncool in addition to being not from the UK.] Not that I'm defending it, but I did run some fast searches on definition sites and wiki which led me to some open searches. The most common use of "Bugsy" by average joes seems to be pet bunny names, possibly derived from Bugs Bunny. I also found a child's toy or stuffed rabbit, and a main rabbit character from an obscure video game. Most of the definitions matched up with rabbit though an interesting take on that in one was, "someone who hides from reality like a bunny hides in its hole." There were also two girlfriend-related derivatives. One was a girl who becomes too clingy or controlling through being whiny and possessive. I am guessing from context the other one means "energetic" and I can easily see how that one could be yelled out accidentally.

On further reflection maybe I pooh'd the Bugsy Malone ref too soon. I just didn't see any immediate connection to or similarity with Bugsy the Teacher-Lady but maybe the clue was in the dialog. Possibly the fairies were trained to speak by watching old movies? There would be virtue in using movies where the old code was still in force if you're using them for language lessons for kids, and that would explain what I think is the old-timey American accent and the slang. Thus "Bugsy" would've conveyed a position of authority and it might indeed have come from the naming guy at graduation.

I mean, coyote once asked her whether "Jones" is a name that she has "stolen" or not. Again, what's the actual deal with names and Forest inhabitants? I don't think it's just a lightly given rite of passage.

Am I the only person here seeing quite a bit of influence of Scary Go Round's Desmond the Fish Boy in.. well.. Fish Guy? The resemblance is uncanny, apart from SGC's being more green and having a fin rather than hair.
