Because she is unique, too. ;_; I very much doubt that an entire house of students would be left entirely unmonitored, but given the nature of those attempting to integrate into the Court from elsewhere, they're likely to be more lenient and patient with their activities - not that they haven't shown themselves to be willing to 'bend' the rules on numerous occasions. It is possible to watch without the individual knowing they are watched. I doubt that the Chester and Foley houses are composed of individuals that don't eat, or receive different meals from everyone else. Besides being a little obvious, it would be a potential hole in their network, if students in other houses started swapping meals.

I think Zimmy is somewhat removed from the majority of students, possibly even within Chester.
Chester's students seem to be special cases that require greater attention, or different individual needs; 'human' enough so as not to belong in Foley, but unique enough to not fit in with the majority of the cohort. It's clear they have a general understanding of her activities, but you're right that they wouldn't pry into Zimmy's activities in any way that could set her off, given her state. It's mentioned that she's given a level of freedom not allowed of most students, IIRC.

ARGH SHADOW.
TOO MUCH CUTE.
His pants are too long, he's leaning backwards on the seat like a toddler and dat face. It's like a perfect storm of freaking adorable. Tom is trying to give us all diabetes.
On a more serious note, two things: one, will Red remember Shadow from their brief meeting at the bottom of the gorge? I'm guessing not, but there's always opportunity for a good ole dose of WHAT DID YOU DO TO THE SHADOW KID YOU FATTY and other such dialogue. Two, how good an idea is it to enroll a very mucked-up shadow person in a class of fairies and assorted forest beasties? Will he be teased? Feared? Ignored completely? I for one am excited to find out.

Yaaay, I was right about him being able to blend into Foley since things are more lax there. Wild guess: Jones was in Foley. Tom just stated on his formspring that Jones is not from the forest. While that does not exclude her entirely, I think she was likely in Zimmy's house, if it's true that "special cases" go there.

I had a science teacher in high school who regularly got co-opted into student group photos because he was so incredibly hot. Maybe young Eggers had a thing for terrifying not-robot lady teachers.
