Hrm, since the water doesn't look completely smooth, maybe the splish is from the water splashing against the catwalk? Hard to tell whether the catwalk is an inch or six inches above the water and it certainly doesn't look choppy enough to have six inch high waves.
Still, it makes you wonder what's making the noise.
Also, I think we can assume with high potential that wherever they are, it's either underground (it wouldn't be implausible for them to have an underground lake) or inside some sort of huge structure.
Edit: As for Kats reaction, anybody who has had or have an annoying sibling will understand.

It is funny because Annie's been trying to avoind saying sorry directrly and Kat's been trying to avoid forgiving her. They were a lot closer in motivation through the whole process than I thought.
Also - I'm totally not expecting the splish to be Jones -

Yea, he's got a literal hanging (Annie being upside down, fly-like), a metaphorical hanging (what Kat said) and a cliffhanger all rolled into one with this page.
As for Jones, we don't even know if she can float in the water at will since she sinks like a rock in water. However, given that she can crush a concrete wall using her fingers and treat a wall like it's made of clay (BOTH in the Spring Heeled chapters), among other abilities, who knows.... Maybe she even has GILLS!

Annie's so fairy-fied in the first three panels that I'm starting to wonder if she got her brain switched with a fairy's at some point. Part of her training gone horribly wrong.
Also, whether you think she's being fair to Annie or not, Kat's exasperated expression in panel three is excellent.

I'm not so sure about the water monster theory, for two reasons that have been pointed out here before:
1. It would be too melodramatic a resolution for the rift between Annie and Kat (and certainly doesn't fit the comic's style).
2. Why would the Court allow a water monster near the dorms? (Though they have done some questionable things - even their having a school at the edge of Gillitie Wood could fall into that category.)

I think most people with a bit of sense would have just left Kat alone for a while and tried a more gradual approach. It is funny because Annie's been trying to avoid saying sorry directrly and Kat's been trying to avoid forgiving her. Back at #853 Annie did apologize directly. What she's currently doing seems to suggest that she's not so much actually sorry for what she did as desperate to get Kat to be her friend again. Or at least, that's how it comes off to me; it could also just be that she's just inept at handling social interaction and that she's picked up the Coyote of problem solving, as Kat seems to think.

In my head, over the last couple of comics, I'm hearing this gradually-accelerating calliope music that cuts off with a great big record scratch in panel 3 today. or maybe the crash of shattered glass? that could be good.

Combining theories: It's a water-monster placed there by Jones to abduct Kat, so Annie can rescue her and they'll be friends again. Or maybe it's one of these.
